Data Program Manager

Summary:

Data Program Managers are responsible for managing the development of software applications and other digital products. They work with a team of developers, designers, quality assurance specialists, etc., to ensure that projects stay on track, meet their deadlines, and stay within budget.

The successful candidate will be able to use iterative approach to manage projects, breaking down large projects into smaller chunks and deliverables. This methodology allows them to provide regular updates to stakeholders and the progress and health of the project. The Data Program Manager is also responsible for managing and developing a team of data-centric program resources, including Product Owners, Scrum Masters, and Project Managers.

Duties and Responsibilities:

  • Facilitate the agile and waterfall program processes and their execution, escalate impediments, manage risk, and help drive program-level continuous improvement
  • Coach, train, and educate team members on principles and practices of project/program delivery in collaboration with Scrum Masters and Agile Coaches
  • Work effectively using technical project management methods
  • Secure, and manage the budget and managing program level financial reporting
  • Identify and secure support roles required at the program level or for enablement across multiple teams
  • Facilitate the flow of work in an Agile environment from product idea through design-build-test-operate for complex customer focused, business critical applications that use a range of cutting-edge technologies
  • Provide hands-on guidance and training to individual teams and verticals on technical practices and all aspects of Agile/Lean, including planning and estimation, daily meetings, team collaboration, tracking progress, and retrospectives
  • Develop key strategies to scale Agile/Lean and move to higher maturity levels
  • Coordinate with stakeholders to ensure that they are receiving regular updates on project status
  • Participate in scrums, standups, and other meetings with the team to provide status updates and answer questions about project decisions
  • Create and manage user stories and acceptance criteria, including writing acceptance tests
  • Manage scope creep by identifying new features that could be added without adding additional time or cost to the project
  • Review project plans created by managers or other stakeholders to ensure that they are feasible
  • Work with leadership to identify opportunities for process improvement to reduce waste or inefficiency in workflows
  • Identify risks that could affect the project’s success and developing plans for mitigating those risks
  • Communicate changes in scope or requirements to the team and other stakeholders
  • Lead and develop a team of colleagues
  • Perform management functions, including but not limited to, making employment decisions regarding hiring, promoting, demoting, and terminating, conducting performance reviews, and coaching and developing staff.

Basic Qualifications:

  • Bachelor's degree
  • 5+ years of experience in SDLC (Software Development Life Cycle)
  • 5+ years of experience with Agile, Lean, and/or Waterfall methodology and understands all workflows
  • 5+ years of experience managing projected goals to detect risks and measure success on committed deliverables
  • 3+ Experience establishing metrics in conjunction with program stakeholders to ensure appropriate measures for success in place and managed to

 
Preferred Qualifications:

  • Project management certification (PMP, PSM< CSM, II, SAFW, CSP, ACI, CSPO, SPC)
  • 3+ Experience in processing and analyzing data to support planning efforts
  • 3+ Experience in budgeting, finance, and accounting principles including establishing program metrics
  • Experience leading data-related projects or programs, including building teams and managing seasoned colleagues
  • Extensive experience in PDLC (Project Delivery Lifecycle) methods to optimize the life cycle for project needs
  • Ability to build relationships and work collaboratively with diverse leaders
  • Effectively use Agile methodology and framework
  • Ability to oversee enterprise and large budget initiatives
  • Ability to communicate ideas to both technical and non-technical audiences
  • Strong ability to design and implement dashboards; ability to analyze data and present it in a way that tells a story
  • Comfortable with ambiguity, can handle the unexpected with flexibility
  • Exceptional interpersonal and communication skills, both oral and written.
  • Ability to work with a collaborative approach and build trust with others
  • Comfortable working in a matrixed organization
  • Passionate about Agile, communication, and group dynamics
  • Strategic, intellectually curious thinker with focus on business outcomes 
  • Ability to form and lead relationships across functions
